Study on Influencing Factors and Simulation of Watershed Ecological Compensation Based on Evolutionary Game

In the practice of watershed ecological compensation, due to inconsistency between interests economic development and objectives protection, there are typical game characteristics among relevant stakeholders. Taking compensation Henan Shaanxi in Yellow River Basin as an example, this paper constructs evolutionary model, obtains external conditions for various stakeholders achieve stable cooperation from perspective government, demonstrates necessity combining vertical horizontal compensation. The sensitivity each party’s decision making key elements is analyzed through a simulation. results show that: (1) optimal strategy mainly affected by initial willingness upstream government central government; strong regulatory power can eliminate influence will; (2) opportunity costs fiscal transfer payments have most obvious on decision-making; (3) effect state downstream paying higher than that compensation; (4) punishment should ensure binding force lower governments, revenue expenditure under its supervision effectiveness public power. above conclusions provide support improving mechanism transboundary basins.
